No violation of HIPAA. The attorney is acting as Paula's designated surrogate and as an "officer of the court" asked for, was given, and received, the medical records which were given to him in good faith by the doctor.
THIS IS WRONG...
Dr Bob was definitely in violation of the HIPPA law being that he needed written authorization from Paula Patient in order to disclose any information to her attorney concerning her car accident
