For neutral black hair color, look for 1N or 2N. The "N" stands for Neutral.
Or......look for a color with a Neutral base.
You cannot literally make black pants look blue by changing the colour of your shirt but you may want to try wearing, Black jeans with a white plain top and a dark blue plain jacket and shoes. This will create the effect of them being 'blue.'

You can get dark blue from (plain) blue by adding (a small amount of) black.

Yes if accessorised correctly, I would say with black tights/ leggings, black handbag and black necklace: keep the rest simple as the blue could be a bit much but plain black should counteract this. Alternatively, silver accessories would work. For daytime wear, you could wear with white accessories and no tights.
Medium blue, patterned if the shirt is plain. I wouldn't go blue on blue... same colors rarely complement each other. Consider a silver, black, orange, or even green tie, depending on the shades.
In my opinion, I would go with either a plain black tie or a black and blue(preferrably royal) plaid tie. Occasionally, a black based tie with royal blue stripes would work too.
