It means that she is trying to be polite. Look at it from her perspective. You've already asked her out, and she already said no. Instead of taking the hint, dropping it, and just being friends, or not having anything more to do with her, you are bringing it up again.
Why? Not for her happiness, that's for sure. If you asked a guy for a job, and he said no, would you later try to discuss it with him? You would - if you were hoping he'd reconsidered.
Likewise, you "talk" about the previous asking out as you are hoping she's reconsidered. She hasn't. Believe me, had she any regrets at turning you down, she'd have been sure to call you and let you know.
Instead, you are making her uncomfortable. If she says so, you'll act hurt, and she'll feel bad. So she says a sweet nothing like having been flattered - to which you then probably will then take that as encouragement to continue your unwanted advances.
Give her a break. Move on to the next woman - you know, the one who actually will be flattered. And you'll know if the next one is really flattered, as she'll say "yes".
