To get it you need to start from the begining of the togekiss's evolution which is a Togepi. To get Togepi go to Route 230 and use a Pokédar. Togepi will be rare and it will evolve to a Togetic when it is happy and it will evolve to a Togekiss when you give it a shiney stone.
