In order to get Misty to appear, you first have to talk to the Manager at the Power Plant who will tell you that the Plant's power is out because a part was stolen. Head to the Cerulean Gym and enter it and a Team Rocket Grunt will bump into it, he'll run away. You must follow him to the Nugget Bridge and then you'll eventually battle him. After defeating him, return to the Gym and go to the top-left of the swimming pool and interact with the right-hand set of life rings and you'll be given the Machine Part, take the Machine Part back to the Manager in the Power Plant and then Misty will be on a date in the Cerulean Cape in Route 25. Talk to her and she'll return to her Gym.
