Either luck or action replay. Its very possible to just run into a shiny dialga just really unluckily

You actually don't need action replay to catch shiny dialga, you can buy a chip for your ds-which you can put game on-and use the cheat section.

Yes, but you have to save the game right before battling him and keep re battling him by soft resetting the game.To soft reset the game press L+R+START+SELECT. The chances of getting him shiny are 8000 to 1, (0.0127%), if you battle him 8000 times you have a 99.999% chance of getting a shiny one, TAKES A LONG TIME!!!!!!!

The only way you can obtain it is by using gts and trading it. You might want to find a good Pokemon because some people are a little picky in what they trade.
