Talk to everybody in the town or trade a Pokemon from another Pokemon gba game that knows surf.
you get it from the house next to the gym in petalburg after you beat you dad Norman
mrbriney does not come back in the game after i think fortree village if u go back to slate port or deford or petalburg he wont be there i don't know where he goes?
