Its quite easy. About two days or more after you rescue scizor from blizzard island instead of mr.mime standing near the guild it will be corphish. He will say sunflora is going on and on about a place called the surrounded sea, so go talk to sunflora and after you talk to her you can go to the surrounded sea.
