Just fyi you don't need all the plates just need the azure Flute which is obtained by a Pokemon event which, to my knowledge, one does not exist for arceus yet, so you will need an action replay put in the azure flute event code use it press L+R while walking into any pokemart talk to the guy in green then go to spear pillar it'll say the azure flute is making noise select yes a translucent staircase appears go up it catch arceus.
