The appearance of Mirage Island has nothing to do with your I.D. number, but rather the I.D. of your Pokemon. Every day a random number will be assigned to Mirage Island, and you will only be able to access it if one of the Pokemon in your party matches that number. This makes it so that the odds of seeing it are unbelievably rare, and any one person playing the third generation are more likely then not to never encounter the island. Don't worry though, as there is nothing on the island other than wynaut and a liechi berry, which, although it can only be found on Mirage Island, is not important for anything else in the game other then making berry powder.
