Moon Stone can be found in Meteor Falls, you must get HM07 (Waterfall) before you can get it. :)
There is no mist stone in sapphire.
You cannot find a Wigglytuff in the wild, you'll have to catch a Jigglytuff in route 115 and evolve it with a Moon Stone. You can find wild Lunatones holding Moon Stones occasionally.

The moon stone is used in Pokemon Diamond to evolve certain Pokemon. You can find one by looking in the Underground.
