During the prison reform movement Dorothea Dix tried desperately to get congress to pay attention to the mentally ill who suffered in prisons but the White House was too busy dealing with slavery to deal with this "minor" issue.

Prisons were unfair and brutal. Mentally ill, orphans, and runaways were put in prisons and treated like prisoners because they didnt know whatelse to do with them.
