Felix the Cat ,
Felix the Cat was indeed more popular than Mickey Mouse . Felix did have the jump on Mickey since Felix appeared in 1919 ; nine years before Mickey in 1928 . Felix the Cat is still one of the most memorable cartoon characters ever created along with Betty Boop .

It's a safe assumption Mickey Mouse is the most recognized character, however, one could make a solid argument for characters like Batman, Superman, Bugs Bunny, Bart Simpson being known worldwide as well.
Mickey Mouse was one of the first animated cartoon characters to appear in a series of sound films. He appeared in two films before the famous Steamboat Willie in 1928, one of which, Plane Crazy, was the first Mickey Mouse cartoon to be released. The character that inspired Mickey (in 1927) was Oswald the Lucky Rabbit (also drawn by longtime Disney artist Ub Iwerks). In 2006, ABC/Disney reacquired the rights to Oswald from NBC/Universal in exchange for sportscaster Al Michaels.Mickey's popularity eclipsed a rival, popular silent-era character Felix the Cat.
yup
In November of 1928 he released the third Mickey Mouse movie for the second time and this time with sound. Movies with sound had existed before but this was the first one where sound and animation interacted with each other. The movie became a big success and saved his company from bancrupcy.

Steamboat Willie rated #13 out of 50 best Cartoons of All Time and to answer your question it first appeared November the 18th 1928. It was Mickey Mouses third film of his career but the first one to have sound. His first was with Minnie in Plane Crazy and it opened May 15, 1928
It may be MIKEYMOUSE who was invented by Walt Disney.. That would be a plausable answer, if there wasn't a cartoon character BEFORE Mickey Mouse that was created by Walt Disney. Oswald the Lucky Rabbit was the first Disney cartoon character. He was created under Universal Studios, who later took him away from Disney, which is when he invented Mickey Mouse. But, the real answer, is Felix the Cat, whose first appearance was in 1919, a full 8 years away from Oswald.
The Tasmanian Devil cartoon character was created by Robert McKimson in 1954. Taz appeared in a few cartoon shorts in Warner Bros. Looney Tunes division from 1954 to 1964 before being axed. Taz made a triumphant comeback in the 1990's and is now one of the most popular Looney Tunes cartoon characters.
