I have the same problem on my Nissan Altima, it is the antenna motor. Replace it.

Try finding the power cord that goes into the antenna and disconnect it

First physical pull the antenna all the way up, clean the antenna very good with a degreaser, then lubricate it with a silicon spray. Open the trunk, unplug the power to the antenna, start your car with the radio turned on, stop the engine, plug the power source to antenna back in. Try it now, if you still have the same problem, either the relay is stuck and needs replacing or the antenna motor is shorted and needs to be replaced.
I changed a power antenna on a 1993 Caprice Wagon. I took half of the bolts out whthat attach the inner fender on the right front wheel starting at the bottom left corner and working clockwise. I then loosened several others from the 12 oclock position. I was the able to pull the inner fender out enough to reach through the opening and remove the antenna cable & nut holding the antenna to the body.
I've removed the antenna base from the vehicle, cut the antenna wire at the base, taped the new wire securely to the cut off end and pulled the old wire out through the bottom and it will pull the new one down with it.
