There are students who do not fair well at a college, and apply to others as a first-time student. This is fraud, and can lead to dismissal. It's just not worth it. If the student feels they will not be accepted by an institution based on the students prior academic performance at the other school, it would be better to attend a community college (which are open admissions), bring up their grade point average (GPA), and then apply to the college of interest at a latter date.
