You can remove the old serpentine belt on your 2004 Dodge Ram by loosening the tensioner pulley. Put the new serpentine belt on and tighten it with the tensioner pulley.

Take it to the dealer
release the tensioner with a 1/2 in braker bar or ratchet and work the belt out.
Find the tensioner, rotate it clockwise. I don't remember offhand what type of tool the tensioner requires for this vehicle... it'll either be a 3/8" drive ratchet inserted directly into the tensioner, or a socket (15mm is typical of GM).
I looked under my Pacifica, and it looks like youneed a special tool. the tensioner pulley leaves very little room for what I used on other cars: a 3/8" drive ratchet. why the pulley is so close to the frame is one the same questions I have asked myself for years about American engineering. This is why the japs are kicking our ass!
check the serpentine belt tensioner for being bad, it might not be keeping the drive belt tight enough against the pulleys.

On my 2004, there are 2. Check the diagram on the fender well or near the radiator. It shows all the pulleys the belt goes around, including the tensioners.
Take it to the stealership. The only way to get to the tensioner is to build your own tool. If you were the type who could build his/her own tool, you wouldn't be posting on answers.com.
Depends on what you are paying. Go to www.nada.com and check the value. The Sebring is not a very reliable vehicle and there are better choices, but if the price is right, and the car is in excellent condition, this may be a good buy.
