Prostitution is regarded by many as a victimless crime, and under ideal, or at least, good, circumstances it's no more a crime than any other transaction involving services, such as dealing with, for example, an accountant or carpenter or lawyer.
Because the transaction in question in this instance involves sex it becomes an emotive subject for many people, and there are issues about exploitation (of the service provider or of the client) and so on.
But, properly managed and ethically handled, a prostitute is no different from any other service provider, and the prostitute's client no different from any other person buying a service.
Practically all the objections to prostitution can be applied (some with a stretch of the imagination!) to other service transactions. Accountants can be unethical or even dishonest; their clients can be cheating the Government of tax they should pay, or even be full-blown crooks, and so on, and both can end up in trouble over workplace practices.
Psychological perspective sees crime primarily as problem of behavior. This is also regarded as a type of social maladjustment in the society.
It depends on the type and severity of the offense. If it has to do with prostitution then the answer is, yes.

Prostitution is the act or practice of providing sexual services to another person in return for payment. The person who receives payment for sexual services is called a prostituteand the person who receives such services is known by a multitude of terms, including a "john". Prostitution is one of the branches of the sex industry. The legal status of prostitution varies from country to country, from being a punishable crime to a regulated profession. Estimates place the annual revenue generated from the global prostitution industry to be over $100 billion.[1] The most common form of prostitution involves men seeking female prostitutes[citation needed].Prostitution occurs in a variety of forms. Brothels are establishments specifically dedicated to prostitution. In escort prostitution, the act may take place at the customer's residence or hotel room (referred to as out-call), or at the escort's residence or in a hotel room rented for the occasion by the escort (called in-call). Another form is street prostitution. Sex tourism refers to travelling, typically from developed to under-developed nations, to engage in sexual activity with prostitutes. Sex trafficking, one type of human trafficking is defined as using coercion or force to transport an unwilling person into prostitution or other sexual exploitation[2].
