if you are referring to a plant species, the protective outer layer would be knon as the cell wall.
In another case, ifyou are referring to a animal cell (including yourself), the protective outer layer would be a cell membrane, semi-pemeable cell membrane; meaning that only water molecules ar able to enter the small pores in your epidermis, however your internal bodily fluids and organs are not able to escape through.
