For the US Constitution, states must ratify any amendments. Typically amendment are passed by Congress and sent to the state legislatures, where 3/4 of these legislatures must approve the amendment in order for it to be ratified and become part of the Constitution.

For state constitutions, voters within the state must approve any amendments passed by the legislature or by any convention called for that purpose.
