Probably did NOT have your correct mailing address when it arrived at the POST OFFICE and the check would have been returned to the IRS as being undeliverable.
Go to the IRS gov web site and choose check on my refund then read the information Can I change my mailing address online?

If you are unable to do this then you will have to get a copy of the Form 8822 change of address and enter all of the necessary information correctly and mail the completed Form 8822 to the correct IRS mailing address.
Use part I of the Form 8822 to change your home mailing address.
If this is done correctly then you should receive your refund check in the mail.
The post office or the library may have the Form 8822 on hand.
Go to the IRS gov web site and use the search box for 8822 change of address form for individual taxpayer.

You likely have to pay a percent of income, from the sound of it, so they take a percent of refund too as that is income being returned to you.
