There are 3 clips that hold the assembly in place. They might break when you pull at them with a screw driver, they are in the inside under the hood. Remove them and the wire and they just slide out. Get some new clip locks at Ford. Cost about 6 to 7 $$ each.
You have to first remove the trim piece that covers the front of the radiator in the engine compartment. Then you can access the two metal clips that clips the lens into place.Pull up on those clips and you can slide the headlight assembly out.

The headlight relay is in the Light Control Module (LCM).
You have to remove the transmission to do this.
It is located behind the dash to the left of the radio/heater controls.
after removing the front plastic cowl, there are two metal brackets at the rear of each light. use a screwdriver to pry up on them and remove them. after that remove both wiring connectors and headlight will come right out
These units are sealed. You have to replace the whole unit.
It's in the oil pan. Have to remove that.
Have to remove the fuel rail's to get to them.
I have a 2000 Crown Vic.... Right behind the head light under the hood.. you will see two metal, most of the time black slider things... that have a little lip that you can, with a wrench handle, pry up using a little leverage... They are to hold the head light tight in place so it doesn't wiggle.... after that disconnect the wires and pull it out.
