Well it entierly depends on wether you want to remove it from your skin or clothes.
Skin:
Jump in the shower and get a nail brush or a brush of some description and some soap. Its pretty self explantitory.
Clothes:
Don't just drop your clothing in the washing machine and especially don't dry it. This can set in the stain and it will never come out.
The first thing you should do is dab at it with a clean paper towel. Never rib the stain as this will smear and grind it in the fabric making the situation even worse!
The next step would be to apply a commercial fabric cleaning product to the stained area. My personal favourite for removing permanent marker and other stains is called 'Spray n' Wash' and I've had incredible results with this product. You should be able to pick it up at Wal-Mart or local grocery store. As far as I'm concerned this si always my option NUMBER ONE. I've tried it on a number of diffrent tyoes of fabrics and it has worked amazingly well for me.
One way to get permanent marker stains out of an item is by soaking a wash cloth with rubbing alcohol and using the wash cloth to scrub out the permanent marker stains.

Bleach can be used to remove stains from cloth, but cannot remove permanent marker from cloth. It can probably also be used to remove stains on flat, solid surfaces, or to whiten something.
If the stains were made by a washable marker, they will come out if you wash them in the washing machine with hot water. If they were made by permanent marker there is no guarantee that it will come out. Pretreat the shoelaces, rinse them, and soak them in bleach if they are white.

Try deep woods off insect repellant. It will remove permanent marker off of most anything, remove fingernail polish and works on mosquitoes as well. It works. Ive tried it.
