should be 2 screws holding it in place. you need special tool (sorry, don't know the actual name) that removes the gas lines from both sides - check you local parts store or flea market. it is a special small round clip that goes around the line and is used to push in the clip to disassemble the line from the filter. Once you have done that you have removed the filter. Put it back together by putting on the lines making sure that the arrow on the filter is facing forward and then screw it back into place.

The fuel filter on the 1997 expedition is under the drivers side under- carrige. You will need a special tool to remove the filter. The special tool runs about 6 bucks and the filter around 10. Could be a tedious job but overall a easy.
