You would fix it by replacing the instrument cluster. The speedometer itself may not be faulty, it is more likely to be a problem with the speed sensor.
The speed sensor is not expensive and is easy to replace.

Where is the speed sensor on a 1995 Mercury Villager I just changed mine and it is located on the top right side of the tranny. There will probably be a pair of wires and/or a speedo cable coming out of it. The vehicle needs to be raised to remove it. If you have a lift, even better, but make sure you properly raise and support it for your own safety. A single bolt holds it in, and the body of the sensor may need to be heated for removal. The speed sensor on my Villager is on top of the transmission near the starter. If you look down at the starter while standing on the driver's side of the engine, the speed sensor should be to your right, down on top of the transmission housing about a foot or two toward the rear of the vehicle from the starter. It will have a wire going from it to the firewall right about where the instrument panel is located. Note: The starter is under the area of the throttle.
