Release the fuel pressure by opening the gas cap first, than pull the fuse for the fuel pump. Start the car, it will sputter and die from lack of fuel pressure...now safe to change out the fuel filter. I'm not a safety freak...but let me advise wearing safety googles.

after consulting the owners manual, its says that replacing them may be difficult and to have the dealer do it. I will keep searching and answer it when i find something better.
You may have a bad valve, did you replace the rotor and cap? Check the cap for cracks.

I have a 1995 legacy and I just changed my transmission filter. I also have the 2.2 engine. The filter is located under the car and inside the box that the plug for the transmission fluid is located. It has exactly 20 screws to take the bottom of the box off to get to the filter. Be sure to drain the transmission fluid before you take the screws off.
There is no Power Steering Filter on a 2002 Subaru Legacy/Outback.
