As "Beauty is in the eyes of the beholder", this question is highly subjective. I can only give my personal opinion and my reason. I have always felt, since her debut in "Dark Angel" that Jessica Alba was the most beautiful actress in the world. Given that I have not seen all actresses, this is a highly biased statement. But I have seen my share of movies, American and international.

Jessica Alba's beauty is, in my opinion, reflected in her eyes, skin, hair, and overall physique. Perhaps the best movie to display such mortal perfection is "Into the Blue". Jessica is shown in short hot pants and a a simple bikini. It is hard to find a body more fit and pleasantly curved.

Megan Fox, is a close second. B But her skin and eyes, though very beautiful as well, do not seem to have the glow and natural beauty that is so evident in Jessica Alba. Also, Jessica has carried her beauty from her late teens to her current age with little change. I am submitting this answer because I have thought so highly of Jessica Alba's looks and was recently asked this question by my nephews. They are "Fox Fans". I look forward to hearing what others think.
