In a letter to the Communist Party of the USSR in 1963, the Communist Party of the Peoples Republic of China attacked the Soviet policy known as "peaceful coexistence". Based on earlier declarations of international Communist goals stated in 1957, agreed upon by all major Communist parties, the Soviet policy was a violation of the earlier agreed upon goals.
