Two things which can commonly cause this to happen are: 1) Battery - go to any local battery place and they will test your battery 2) Dirty carburetor - this is most commonly a problem if you have old gas sitting in the scooter over the winter. When you say it won't start I am assuming you mean it will not turn over. If that is the case and the battery is new, then something is pulling power from the battery. You have a light somewhere that is on or you have a relay that is stuck.
