He preached of the coming of a new kingdom. They thought he was possibly planing a rebellion but the kingdom he preached was not a earthly one but in the hearts of men.
Jesus was not feared by the Romans. At the time that Jesus lived, the Romans, with the exception of perhaps one or two, did not even know who he was. It was a certain faction of the Jewish priests who feared Jesus and caused the trouble. They feared Jesus because he was thought to be preaching a false doctrine and seemed to be gathering followers.

No, the people whom Pilate feared were the people in the crowd in the judgment court where Jesus was tried. It was their threat to begin an insurrection that he feared. Because He was no ordinary man, the miracles and signs He did was out of the ordinary and that people also knew that God was with Him as well as He was the Son of God. Furthermore, for the case of the teachers of the law, they feared Jesus because many believed in His teaching. They in the case, were afraid of Jesus because of the people.
The apostles of Jesus were feared because all they know about Jesus was ,He was the son of a Carpenter and his brother were james, but when they saw Jesus cured many and they saw the miracles they were with Jesus and when Jesus was nailed on the Cross all others ran away and hide themselves fearing the Jewish Solders, no other Disciple were there espect John was with him from the beginning and at the last hour on the cross Jesus said to his mother He is your Son. Because Jesus Knew on the 3rd day He'll be Resurrected and taken into Heaven

The shepherds believed the angels' message because they immediately went to Bethlehem to see the newborn baby, Jesus, for themselves. Their actions demonstrated that they trusted the message they had received from the angels.
