I would say Kare Kano, Usagi Drop, REC, Chobits, Kanon (really sad, not that romantic), Love Hina (not that romantic, lots of eechi scenes), Kimi ni Todoke, and Toradora (romantic, not to lovey dovey). Bit I would say watch REC (they become a couple), Usagi Drop (dont become a couple but you know they like each other), or better yet Kare Kanon would be the perfect choice. I recommend reading shoujou manga that are romantic, I will list some of them: Black Bird, Shinobi Love, Deep Love: Ayu no Monogatari, Deep Love: Pao no Monogatari, Deep Love: Reina no Unmei, Deep Love: Host, Deep Love: Real, Deep Love: Virus (all the deep love series are very very sad, but have true love), Velvet Kiss, Nozoki Ana, Absolute Boyfriend (really romantic, but it is very sad at the end)
Peach Girl - Its about a girl who has ben crushing on this boy for a long time and then they both started to go out. On the first few days, they started to have trouble with their relationship as another boy has feelings for her. This is a romance anime and it is quite complicated but you will enjoy it :) its only 1 season i think its 200 episodes
