Romeo spends the entire book in love with a girl, if it Rosaline (a girl who does not love him). Or later Juliet, Romeo falls in and out of love hard and often.

Mercutio believes that love is unimportant, he has never fallen in love and I doubt plans to. When he speaks of Romeo he calls him a fool for loving women as -much- as he does.

Friar Laurence, says "young men's love then lies not truly in their hearts, but in their eyes". Which means Friar believes Romeo is too young to know what real love is, and all he is feeling is lust.
