Romeo is well-known around Verona - even Old Capulet has heard of him (as we find out in the argument Old Capulet has with Tybalt in the Ball scene).
But Romeo has never seen Juliet before he meets her at Old Capulet's ball. This is surprising in a town as small as Verona.
Perhaps Old Capulet has kept Juliet at home most of the time. This would make sense: she is his only surviving child, and she seems very naive in the ways of the world until she meets Romeo. (When Lady Capulet asks her if she wants to marry Paris, Juliet seems not to have given the matter much thought).
But once Juliet has chosen Romeo she does everything she can so that they can be married without a moment's hesitation. Juliet grows up fast, and - like most of Shakespeare's heroines - she knows what she wants.
Romeo had hoped to see Rosaline at the ball. Rosaline was a girl that Romeo liked before he meet Juliet. Except Rosaline doesn't love Romeo back
because Juliet is Capulet and romeo is Montague

They meet at a party
Benvolio(Romeo's Cousin), tells Romeo to forget Rosaline (Romeo's love before he met Juliet) and to go to the Capulet's party to meet other girls
There is no point at which Juliet refuses to meet Romeo. Perhaps this is a Romeo and Juliet by someone other than Shakespeare you are asking about.
Romeo and Juliet first meet at the Capulet's party
Romeo and Juliet first met in a feast at Capulet's house.
The Capulets throw a big feast in Romeo and Juliet where Romeo and Juliet first meet and fall in love.
They meet in the capulet's party.
The note was to tell Juliet to meet Romeo in the cell of Friar Lawrence. This scene was in act 2.
The Capulet Family, and Romeo is from the montague family. Both are equal in status!
