Rover 400 the fan for the air conditioner and heater controls only work on no3 and no4 speeds why?

Apparently Rover had a problem with their heaters found a resistor to replace on e-bay costs 21 pound no postage fees if you live in UK. Part Number JGH10002 hope this helps
