You won't get a very good armour at low levels. The higher your skill levels (especially "defense", for the case of armour), the better the armour you can wear. For f2p (free-to-play) players, the best armour you can get is rune armour. Some other armour (rune gold trimmed, gods' armour) is much more expensive, but doesn't give you additional advantages, so you would want to use it to show off, but not to go into actual battle.
This question is more or less pointless, since the different barrow armours have different purposes: some give you a melee bonus, some give you a ranged bonus, some give you a magic bonus. If you want to train - for example - ranged, you should ask yourself (or others), something like: "What is the best ranged outfit for level 60 in Runescape, which I can get for 10 million coins or less?" - Or whatever your level, and the amount you want to spend.
