In some ways yes and in other ways no. Yes, they deceived birth families with lies and took advantage of families lack of understanding about what a clean break adoption really is. Galindo did this in Cambodia and the Banks repeated that in Samoa. However, the Banks never went to the scale of Galindo and her sister Lynn Devin of Seattle Adoptions International. The large scale operation of Galindo and Devin led to children being kept in "stash houses," as reported by the investigating Federal Marshall Rick Cross. As Cross acknowledges, the conditions of these stash houses (filth, etc.) would have been called cruelty to animals if cats and dogs were being housed in this manner. The Banks never went to this scale and thus it does not appear that children were being stock piled for adoption. However, everything else that they did had the telltale signs of adoption fraud. They were tried and convicted--and now they are paying restitution. However, question is IF they will go to jail IF they fail to make restitution payments. It appears that this may be the case. So, now we will see if there are any teeth to their court order and ultimately punishment for their crime.
