No you cannot set the timing it is controlled by the ECM.
More than likely a carb problem or your timing is set too low.
replace the spark plugs, plug wires, distributor cap and rotor, set the timing, replace the air filter and fuel filter.
Loosen distributor until you can barely turn by hand. Time by ear until engine sounds good, then drive under load (up hill). If you hear engine pre-detonation (pinging), retard timing slightly until it stops. Tighten distributor. If no ping..advance until it does, then retard just until it stops, tighten dist...........

You MUST have a engine scanner to set the timing. The timing on that engine is computer controlled.

You can set the base timing by ear, But to be able to get the check engine light to go out and to set the timing were it is supose to be requires a engine scanner. The computer controlls the timing on that year engine.
there is a set screw on the linkage on the carb that will adjust it.
If the speedo in an 04 Monte Carlo doesnot work it is the stepper motor in the cluster. Go to eBay 04 Monte Carlo cluster stepper motors scroll down and by a set of motors .INSTRUTIONS COME WITH THEM TO REPLACE THEM vERY SIMPLE TO DO SO.
