Its a good idea to do so because algae can build up within the gravel...if you have a snail this may not be needed because their "job" is to eat the left-over fish food that turns into algae.
Just because you see your goldfish picking up gravel in its mouth does not mean the goldfish is actually swallowing gravel. In all probability the fish is simply rolling the gravel around and sucking the algae and whatever else is attached to it and eating that.

We don't have the area of the driveway so it would be hard to say. Grass will not grow in compacted gravel so you would have to remove all the gravel and possibly bring in top soil before laying the sod.
Not all pea gravel is created equally. Generally a resin or a resinous substance of some sort is added.
Goldfish are omnivors and will eat very young snails that have not yet developed their hard shell. If you have pond snails in your cold water tank, you have a very hard problem to fix. The only reliable way to remove them is to strip the tank down and replace or boil all the rocks, and gravel. Then after a good rinse leave the gravel in the sun for a week or so to completely dry out. All your plants would have to be replaced because snail eggs are almost invisible and you would never be able to find them all. A hint. Never buy or collect plants from anyone if you even suspect there are water snails present.

No they do not; having gravel or not is really the choice of the fish keeper as far as how they want the tank to look. You can certainly leave it bare bottomed as many goldfish keepers do to give the fish more swimming room and easier time cleaning the debris from the bottom of the tank each week.
