i have a shih tzu puppy and whenever her tail goes down it means she is scared or frightened about something like for mine whenever i tell her its bath time or its time to get her shaved she will run around the house with her tail down and her ears behind her head it is very common for shih tzus to do that or any type of dog. u know ur shih tzu is fine when its tail curls up
