In my opinion, yes they should be. Think about it this way if HIV/AIDS carriers would be responsible then the disease would die out. HIV/AIDS carriers are not responsible that is how most of them became infected and spread the virus. If the it was treated like smallpox and all of the nations banded together and made test mandatory. then tested all citizens and quarantined them together on say a island shipping in medication, food and supplies. Treat them humanly but stop them from spreading the virus. Test everyone who comes in contact with the HIV/AIDS carriers monthly and test everyone else on a yearly bases until the virus is no longer in any population.
This may sound harsh but we have no way of controlling the spread of the virus and those who are infected do not always control themselves. Some even purposely spread it to others.
