Not necessarily. Shutting the Foundation down would be nigh unto an admission of wrongdoing and might not be the best answer, although it is creating a distraction for Hillary's campaign. It would also leave the question as to where all the assets would go. Bill and Hillary's stepping away from it might be a better solution, though there may be some investigations into the workings of the Foundation. Some feel that too much of the donations goes to overhead.
