Many people believe this is right or moral but, looking at history, we know that convictions for killers are often unsafe. There have been a multitude of cases in the past where the wrong person was convicted and even executed for crimes they did not commit. Britain's last executed criminal was found to have the mental age of a child and hence should not have been executed.
Another argument depends on whether you believe our justice system is there to punish or rehabilitate offenders. If the former - execution is much easier and quicker than a life in prison knowing what you have done. If the latter - we could get murderers to make up for what they have done by contributing to society. No one can bring back the victim but one can try to make amends. I don't expect any child killers to be released (except in extreme circumstances) but if we at least try to rehabilitate these criminals, we might be able to spot the symptoms of a maniac and prevent further crimes from happening.
No we should let the people do what they have to do! And we stay out of it! :)

People who say they have children because they want someone to love, should not have children. People who can't afford to take care of themselves, should not have children. If you are single but you still live in your parents home, you should not have children not even one! If you are not old enough to support yourself and you are still in school, you should not even have a thought in your mind to even do the act (have sex) of making a child. So to answer the question on who should have children? Anyone who can provide a loving environment and who is financially stable.
