Depends if you have a good guitar or not, if not get a guitar if you do get an amp and just buy a new guitar when your current one is not worth having anymore :)
rent a guitar at a local shop and see if you like it , if you don't defintely a 360 however it may be best to buy a used guitar first and still have some cash for an amp or whatever

It doesn't have static "in" it, its just sounds that way when you try to plug it in. If you are getting allot of "noise" then your guitar isn't shielded properly or it isn't grounded properly. The amp may not be earthed or grounded properly. You may need to get the guitar and amp checked at a Guitar store. The lead may be damaged, for example if you can unscrew the end of the lead, the plug, you can see if the solder has broken , then you can get someone to solder, fix it, or if it is a sealed lead, buy a new one.

Changing the fuse in a guitar amp is no different than changing a fuse in another device. First thing, unplug the amp. The fuse you would like to change is most likely on the backside of the amp, near the power cord. Most of the time it will be a twist style with a spring to keep it in place. Twist and remove the old fuse, replace it with a new one. Push it back in and twist it in place.
I have the same problem with my amp. When the amp gets warn out it overheats quicker than when it was new, so there is a safety built into the amp that will kill the speakers so you don't damage them. At this point you should have some repair on your amp, or buy a new one.

If I was to learn again I'd make my own package , usually on craigslist or some used guitar site if you live in a big city you can do a lot with say 200$. a used guitar will be as low as 50$ with or without a case a cheap amp - 25$ and up a processor - it's like a guitar pedal but smarter , it can download rockstar sounds and give you over 100 effects and professional amplifier simulations. Plus it has a good guitar tuner. - 75$ and up , I suggest the line 6 pod at a local guitar shop buy two guitar cables , one for the guitar to processor , than the processor to the amp , that and some brand new guitar strings. Just stay away from floyd roses.

it might be the tubes, or it might be the wiring. if it is and expensive amp, go get it checked out, just to be safe, and if it is an inexpensive amp, buy a new one because it will probably be cheaper
Yes. guitar Hero 5 only has one bundle, with the new guitar. You either buy the game buy itself. or with a guitar.
If your amp has tubes (generally older amps) they could be blown, check in the back for burnt looking glass tubes and you can buy replacements at almost any guitar shop, If you have a newer amp and don't have tubes there could be a loose connection between the wires and the speaker or the speaker could be blown, which would probably mean purchasing a new amplifier.
