Depends on which Pokemon you like, and what your friends have.
If you have a friend with SoulSilver then you should get HeartGold because Groudon is exclusive to SoulSilver and Kyogre is exclusive to HeartGold. If you can trade with your friend, even temporarily, then you can access the amazing Pokemon Rayquaza.
If you don't have wi-fi connection then getting the opposite game can help you fill your pokedex as there are some exclusive Pokemon in each game (Vulpix to SoulSilver, Growlithe to HeartGold etc.).
It also depends on weather you like Lugia or Ho-oh better and if you are planning on training them. If you are then get the game with the corresponding Pokemon on the cover as you catch them earlier and get to train with them for longer. It is easier to catch the cover star of the game in the corresponding game.
If you just want to get the strongest legendary then get the game with the opposite cover star as you can catch the Pokemon you want at a higher level.
e.g. If you want the strongest wild Lugia then get HeartGold. In SoulSilver you get a level 45 Lugia but in HeartGold you get a level 70 Lugia.

It doesn't matter. They're both kind of the same, the big difference really is what legend you want first. In HeartGold you will go after Ho-Oh while in SoulSilver you get Lugia first at level 45 and THEN you get Ho-oh much later. They DON'T HAVE A GENDER, and the reason Ho-Oh is 'more powerful' is because in SoulSilver you get it much later at about level.. 70 I think? It's pretty high, but if you get Heartgold it will be backwards and Lugia comes later at a higher level, while Ho-Oh comes first at level 45. This probably has to do with the fact that Lugia is the SoulSilver mascot and Ho-Oh is the HeartGold one.

Oh, and i would get SoulSilver because Lugia can defeat Ho-Oh easy if you train it, and I like lugia better. xD
It just depends on which Pokemon you want. Both have version exclusives, but both Lugia and Ho oh are catchable in both games.
You can also catch both Latios and Latias in both games, if you have the enigma stone.
Althogh in heartgold you can catch only Kyogre, and in Soulsilver you can catch only Groudon, you will need to trade between the two games in order to get Rayquaza.
to get Raquaza you will need to bring both a groudon and kyogre , both of which must be caught in the embedded tower to the west of Cianwood City. You will need surf and rock climb to get to the embedded tower. Without both embedded tower Pokemon you cannot get rayquaza.

It actually doesnt really matter. Even though they say lugia is stronger than ho-oh,the gam xperince is the same. I personally have heart gold.

In my opinion, Pokemon Heart Gold or Pokemon Soul Silver if you want to play a remake of an older game,but if you want to play a game that you dont know what happens in it,Pokemon Pearl.

There both the same, just some Pokemon appear more in Soulsilver than in Heartgold, same with Heartgold to Soulsilver. Also, Lugia, in Soulsilver, is level 45 when you find it, but in Heartgold you find him level 70, in Soulsilver Ho-oh is 70, but in Heartgold, he is 45. There is VERY little difference's between the two games. Also, not to be mean, but you spelled silver in Soulsilver wrong.
Sorry but you can't get jigglypuff in Pokemon pearl. You should trade with someone who has soulsilver or heartgold or you can buy soulsilver or heartgold.
