It is recommended that you see your physician for an x-ray. The foot contains small bones and ligaments that can be easily injured. Try to not put your weight on the injured foot and see you doctor as soon as possible.
Yes I would tell you to go to a doctor because you could get blood infection and need an operation. This would happen if the glass is still in the foot, or your foot could of got a minor break and if untreated it could cause it to get worse.

I am not a doctor however I have found that when I have a running injury I can soak my feet in warm water and the pain will go away. I also try putting ice on the area that is injured and if these do not work I go to my doctor.

Sprained feet vary in the length of time that the swelling will last. First there are injured people that are prone to swelling and the severity of the injury needs to be considered. Best of all is RICE. Rest, Ice, Compression and Elevation are the best things to do for the injury. If the injury is less than 24 hours old, ice is important. After a few days heat can help with removing bruising but again, ice is important now.

There's no need to be "worried" per se, however it would be best to see your GP/family doctor, just in case anything else is going on with the foot. Since it is 3 weeks since the original injury, and it has not quite "healed" yet, it would be perfectly justified to see a doctor. However if you had done something to the foot, after you thought the original injury had healed (say, "played football the day before, then your foot swelled up and was painful"), you probably just need to rest the foot for quite a while longer.
