To a certain extent, yes. Parents are supposed to be responsibly for their childrens actions. And children need to respect their parents as well.
It is not right in todays world that teenagers should get married without the consent of both parents from both sides. First of all marriage is a serious matter, teenagers should first have good jobs, and parents of both should be there as their blessings for the couple is a must for it to work out.
i do not think they should be penalized but again its all up to the government

If you are living in their house, you should live by their rules.
While under the age of majority (18 in most countries), young people are the responsibility of their parents or guardians. It is therefore reasonable to expect parents or guardians to assume some responsibility for the behavior of the young people they are responsible for raising to adulthood. Thus when young people seriously misbehave a reasonable argument can be made that some of the blame for this behavior may be attributed to bad parenting and the parents or guardians therefore are to some extent responsible and liable for the crimes.
Are we adequately educating and supporting our teenagers to prevent them from becoming young parents?
No, teenagers should not be spanked, but they should be made to be responsible for their actions and the parents can ground them; take something away from them such as computer time; TV time; seeing their friends, etc.
Most teenagers rebel against their parents in some form or another. It is a normal part of growing up. However rebelling too much or in the wrong way, could land you in trouble.
Absolutely! I should know...I was penalized once for this!
