If phimosis persists for older boys, teenagers, or adults, it can be treated with a corticosteroid cream (betamethasone 0.05%, available by prescription) and gentle gradual stretching. This fixes phimosis in 90% of cases. Only if this doesn't work would circumcision even be considered.

∙ 13y agoThe current recommendation from many organized health organization is for the parents to be properly informed of both the pros and cons of circumcision and for them to make the choice. The majority of health organizations do not promote, nor do they discourage circumcisions.
