I would suppose it would depend on why he gave a girl 30 years younger than he is his "personal cell number". Is she a coworker who occasionally needs a ride to work? Is she a friend of his adult children who is having a tough time? Or is this the way he lets the person he's been in a relationship for two years, know he is still looking for Miss Right?

His current relationship is either solid or it's not. After two years he is either committed or he'll never be committed To Ms Current. If Ms Current is closer to his age and not in need of a piece of paper to make things legal or in her 30's and listening to her clock ticking away by the day, afraid she'll run out of time before he makes her his Mrs.
