I agree Personally I would say NO They are to young to take responsibility for one. plus I do not think it is good for them.
Who are they going to call? At 5 years old they should not be left any where without adult supervision so the adult can call you of they need. Again personally I would say not until they are at least 11 or 12

No. Some children (older than 5) need to be able to contact their parents and so need a phone sometimes. Who leaves their 5 year old alone? Buy them a toy one that makes noise.
