For a girl just starting breast development (maybe a raised nipple or slight bump) I would not recommend a cup bra. It is important that your breasts fill the cup, and training and sports Bras are much more comfortable at a young stage. I measure at a 34b cup, and I still prefer training and sports bras, but it is a matter of opinion. While you're at the store, try on a bunch of bras! Training, sport, cup, whatever is the most comfortable.
