If you have the opportunity to train in a safe area, I recommend training your pup to follow you off leash. You will build a strong bond of trust with your pup and it will make leash training easy and simple.

Any short leash will be suitable for training a Collie puppy. The most important training technique is using a short leash while teaching the puppy to walk at one's side and not pull on the leash. Long reel leashes are not recommended for training the puppy. The short leash should always be slack.

You should NOT allow a puppy off a leash in a park. A puppy, by definition, is a very young dog. You can't expect it to listen to you all the time, and a park is an incredibly interesting place for your pet. While your puppy may be learning commands quickly, it is still only learning, and in a place as full of distractions as a park, it is likely to be far too enthralled with its surroundings to try to understand your commands. First of all, no dog should be off its leash in a park containing humans, because regardless of how much you trust your dog, you should never trust humans. A human is capable of acting irrationally and without warning, and if your dog is off a leash, could attempt to strike it, steal it, or file a lawsuit for any reason he or she can think of. Secondly, if you have found a dog-friendly park that allows unchained pets, do not allow your dog off its leash until you have fully trained it to obey at home or at an obedience school. Trips to the park can be very enjoyable without necessarily releasing your pet, and doing so should only be allowed if you are absolutely certain that your dog will listen to your commands no matter what the situation.
